Meaning: a person in a completely unsuitable environment or situation. When you don't feel comfortable because you are in an unusual or unfamiliar situation.
Example 1: Ever since Mark has been made director of the marketing department it has been nothing but chaos. He is like a fish out of water. I hope he adjusts to the change soon.
Example 2: When I was a child my family moved a lot. Every time I arrived at a new school, I felt like a fish out of water. But eventually, I adapted to the new situation and felt comfortable again.
