It means: to be far away from a populated place, with very few people or houses, usually in an isolated or rustic area. It has a disapproving tone.

Example 1:
He lives in the boondocks, at least 30 km away from the nearest house.

Example 2:
Marvin: Are you going to Lisa's party?
Kevin: No way! She lives way out in the boondocks. How would I get home? I don't drive!

A synonym of boondocks is in the sticks (used in both US and UK English).

Example 3:
She lives out in the sticks, so she gets very few visitors.
