Definition: "to tear up" means to perform or compete with great success. So, "to tear up the dance floor" means to dance enthusiastically, to dance successfully.
Example 1: During the wedding reception my drunk uncle, who never dances, was really tearing up the dance floor.
Example 2: The couple who won the dance competition really tore up the dance floor. They really deserved to win.
