It is very common in spoken English. It modifies adjectives and means something like 'virtually' or 'almost completely'. Consider example 1 below:
Example 1:
It's practically impossible to learn English if you only go to class.
This sentence means that it is virtually impossible or almost impossible to learn English by only going to class.
Now look at example 2:

Doug is working practically every day of the week; when does he rest?
Does Doug work every day? No, but almost. We know he is working a lot (perhaps every day except Sunday).
