It means: Much larger, stronger, or more important than anything else in a situation; for example overwhelming majority or overwhelming desire.

Example 1:
An overwhelming majority voted against his proposal.

Example 2:
He felt an overwhelming desire to kiss his wife.

There is also a verb equivalent of this word (to overwhelm) and an adverb form (overwhelmingly).
