It means: to be unable to leave a place because there is a lot of snow.
Example 1:
We were snowed in at our cottage last weekend after the snow storms on Saturday and Sunday.
Example 2:
The government put an emergency plan into action when 20 cars were snowed up in a mountain pass tunnel during the heavy snow fall.
