Meaning: To have something as a main or basic part. A synonym is to amount to. 

Example 1:
In the end, what it all boils down to is whether or not you have enough money.

OR

In the end, what it all amounts to is whether or not you have enough money.

Example 2:
The critical editorial simply boils down to an exercise in dirty politics.
