It's used: when two people meet and like each other.
Example 1:
Yesterday I introduced Chris and Helen and they really hit it off; tonight they're going out to dinner together.
Example 2:
I didn't really hit it off with her sister. I don't think I will call her again.
It's especially common with situations relating to dating, but not exclusively.
