Definition: If you say that the jury is out or that the jury is still out on a particular subject, you mean that people in general have still not made a decision or formed an opinion about that subject.

Example 1: The jury is still out on whether the new marketing campaign will succeed. 

Example 2: Was he a good leader? The jury is still out on that question.
